A prominent rebel leader in eastern Ukraine has been killed in an explosion in his office, his associates said on Wednesday.
The rebels' Donetsk News Agency said Mikhail Tolstykh, better known under his nom de guerre Givi, died early Wednesday morning in what it described as a terrorist attack. The agency said 35-year old Tolstykh was killed by a rocket fired from a portable launcher into his office.
Russian state television showed pictures of firefighters putting out flames in the building where Toltsykh's headquarters is believed to be. The footage from the scene showed several rooms in the building gutted from an apparent explosion.
Tolstykh's death follows the assassination of his close associate Arsen Pavlov, also known as Motorola, last year, as well as other high-profile warlords.
Yuri Tandit, an adviser to the chairman of the Ukrainian Security Service in Kyiv, said on the 112 television channel that his agency was looking into the reports.

9,800 killed since 2014

Tolstykh was one of the most recognizable faces in the conflict between Ukrainian government troops and Russia-backed rebels which has claimed more than 9,800 lives since it began in 2014.
Killings of high-profile commanders in Ukraine's Donbass began in May 2015 with the bombing of the charismatic Alexei Mozgovoi. Rank-and-file separatists and local residents reported an increased Russian influence in the area in summer 2015 as Moscow apparently tried to rein in the warlords, some of whom seemingly got out of hand with murder and violence targeting civilians.
The very existence of unruly commanders like Givi bolstered the Ukrainian government's long-standing refusal to negotiate with what it regarded as terrorists. Givi and other warlords who have been killed in the past two years have publicly assaulted prisoners of war and been engaged in what can be classified as war crimes.

While the unruly commanders were dying in car bombings, the leadership of the rebel-controlled parts of the Donetsk and Luhansk regions came to be dominated by bureaucrats with ties to ousted pro-Russian President Viktor Yanukovych, a Donbass native, rather than the commanders who led the uprising.
Unlike the assassinated warlords, the Donetsk bureaucrats are seen as less extreme and more inclined to bargain with Kyiv.

Dmitry Peskov, spokesman for Russian President Vladimir Putin, described Tolstykh's death as an attempt to "destabilize the situation" in eastern Ukraine after flare-up of hostilities last week killed more than 33 people.

Peskov denied any Russian involvement in the warlord's death, calling it impossible.

The Flare-Up in Ukraine Is Not Just About Putin

The frozen conflict in eastern Ukraine has flared up again because both the Kremlin and the Kiev government are, to some extent, interested in the escalation as they try to achieve their political goals in a world shaken by Donald Trump's approach to guiding U.S. foreign policy.
In the past week, full-force fighting broke out in the vicinity of government-controlled Avdiivka and neighboring Yasynuvata, held by the Russian-backed separatists. Residential areas were shelled, and Avdiivka lost power and heating, creating a humanitarian disaster in bitter midwinter cold. Civilians have died. Each side blamed the other for the escalation. The Russian version, pushed by Kremlin propaganda outlets, is that the Ukrainian troops attempted to seize some neutral territory along the separation line. The Ukrainian one is that the pro-Russian side attacked a government-held commanding height.
The Organization for Security and Cooperation in Europe, which monitors compliance with the 2015 Minsk ceasefire, reported that both the government troops and the separatists were violating the agreement. Politically, it appears to benefit both of them.
Russian President Vladimir Putin's game is to see the reaction to renewed fighting in the U.S. and in Europe, and, if the reaction turns out to be weak, to try to provoke Ukrainian President Petro Poroshenko into a rash military advance. That's something Russia did with great success in 2008, tempting Georgian President Mikhail Saakashvili into trying to retake territory in South Ossetia and then swiftly counterattacking until almost all of Georgia was overrun. Poroshenko's game is to keep the West engaged with Ukraine.
When Putin spoke with Trump last Friday, the two sides' readouts of the conversation differed. The Russian one said the two presidents discussed "the major aspects of the Ukraine crisis," but the U.S. one failed to mention Ukraine altogether. Putin must have liked what he heard, or what he didn't hear, because the escalation quickly followed.
"Putin will pick a spot here and there and test the West for resolve," former Ukrainian foreign minister Volodymyr Ogryzko wrote in the weekly Novoe Vremya. "Moscow is checking whether its actions will cause more tension."
This isn't a major Russian military push. Reports from the area do not point to a heavy presence of Russian troops, which have come in at decisive points in the conflict. Russia only appeared to threaten that kind of retaliation in a Foreign Ministry statement reminding Ukraine "how such adventures ended for them in the past."
The statement went on to accuse Poroshenko of provoking the escalation to keep the crisis "on the international agenda," perhaps referring to his blaming of the fighting for cutting short a high-profile visit to Berlin. Ukraine also made a big deal of an incident in which a Ukrainian military aircraft was allegedly shot at from a formerly Ukrainian oil platform in the Black Sea, held by Russia since the Crimea annexation.
It has long been Poroshenko's strategy to portray his country as the West's bulwark against Putin's Russia. It helped him obtain financial support from the West despite the slow progress of reforms and the continuing prevalence of corruption, and he apparently believes that it has helped contain Russian advances in eastern Ukraine. In an interview with a Berlin newspaper published on Thursday, the Ukrainian president declared his intention to hold a referendum on Ukraine's membership in the North Atlantic Treaty Organization -- nevermind that NATO hasn't shown any desire to induct Ukraine and recently shelved a plan to discuss its inclusion in the bloc's missile defense system.
Dire news from Avdiivka can only help him drum up support in the West, all the more important when the U.S. president appears to be indifferent to Ukraine's fate. It can also stall the lifting of sanctions by Trump, which would be awkward as long as fighting rages. "Poroshenko is willing to do just about anything to prevent the lifting of sanctions against Russia," another German newspaper wrote during Poroshenko's Berlin visit, citing German government sources.
Poroshenko's gambit is fraught with danger, however.
For Putin, there is a much more important goal than lifting sanctions: establishing a pro-Russian government in Kiev. That cannot be achieved by a massive first strike, which is why Putin has abstained from it even though his inaction allowed Ukraine to build up its military. Without popular support -- and the majority of Ukrainians are strongly anti-Russian now -- military gains would be costly and unsustainable. A retaliatory strike and subsequent withdrawal, like in Georgia in 2008, would be quite a different matter.
If Putin can provoke Poroshenko into moving first, having made sure an indifferent U.S. and a preoccupied, Ukraine-fatigued Europe won't interfere, he can deal the Poroshenko government a deadly blow. The 2008 war destroyed Saakashvili's political future in Georgia, and soon his government was replaced with a less anti-Russian, more pliable one. Poroshenko is already unpopular, and a Russian blitzkrieg -- without a protracted occupation -- can change the Ukrainian political balance.

Putin is waiting for the desperate Ukrainian president to go too far in trying to enlist Western support. He can afford to be patient, and more clarity from Washington and the European capitals can't hurt. Poroshenko, a hostage to the public mood he helped create, which rejects the possibility of any compromise with Putin, has to thread a thin line to avoid disaster. But it's not clear whether continuing to walk this tightrope indefinitely has any upside for him or for his country.

Африканский или американский: Где Украина покупает уголь

В Украине уже больше двух недель продолжается блокада железнодорожных путей, по котором поставляется уголь с оккупированных территорий Донбасса. Власти говорят, что пока нет альтернативы этим поставкам, и допускают возможность веерных отключений электроэнергии с конца марта. Параллельно Украина договаривается о поставках угля с США и думает снова закупать его в ЮАР. 112.ua разбирался, где и сколько Украина закупала угля в прошлом году .

Украине на потребности тепловой генерации необходимо 24,5 млн тонн угля в год. Таков прогнозный баланс Министерства энергетики и угольной промышленности. Из этого объема 9 млн тонн приходится на антрацит, который как раз производится на временно неподконтрольной территории, все остальное — это газовые марки.
В 2016 году Украина закупила за рубежом 15,6 млн тонн угля каменного и антрацита на сумму 1 млрд 467 млн долл. Отечественная добыча за год выросла на 2,8%, до 40,8 млн тонн рядового угля (из них энергетического до 32,5 млн тонн). Однако при этом госшахты производство резко сократили - на 14%, до 5,8 млн тонн. Резкими темпами сокращается производство в Западной Украине - на 20-24%, при этом на Донбассе растет - Донецкая область дала 9% прироста, а Луганская - 16%.
Премьер Владимир Гройсман говорит, что пока не видит альтернативы поставкам угля с предприятий на оккупированном Донбассе и приветствовал бы другой вариант поставок, если бы такой сейчас был возможен. В то же время участники блокады призывают прекратить торговлю с боевиками, в том числе прекратить закупать там уголь. Министр социальной политики Андрей Рева заявил, что предприятия-поставщики с оккупированных территорий платят налоги в бюджет, то есть работают на Украину.
В Кабмине предупреждают, что если блокада продолжится такими темпами и будет полное прекращение поставок, то уже через месяц могут начаться веерные отключения электроэнергии. Славянская ТЭС из-за блокады уже перешла в аварийный режим. Министр по вопросам временно оккупированных территорий и внутренне перемещенных лиц Вадим Черныш отмечает, что в разные периоды неподконтрольные территории обеспечивают от 10 до 19% электрогенерации страны, а за сутки с этих предприятий приходит 364 вагона, которые перевозят 24,7 тыс. тонн энергетического угля.
В связи с критической ситуацией власти задумались о покупке дефицитного угля за рубежом. В частности ведутся переговоры о поставке 1 млн тонн антрацитового угля из США. Однако, в Минэнерго поясняют, что привезти оперативно уголь по импорту не получится – срок его доставки 50-60 дней. Этот разрыв нужно будет чем-то компенсировать и компенсация возможна только за счет сокращения производства электроэнергии. Министр Игорь Насалик отметил, что если Украина выйдет на внешние рынки с целью закупить 8 млн тонн угля, то цена в мире может быть повышена на 30-40%. У госшахт уголь покупают по 1370 грн (около 50 долл.) за тонну. Из-за рубежа привозят по 100-120 долл за тонну.
Уголь на мировых рынках значительно вырос в цене во второй половине 2016 года, достигнув пика в ноябре и перевалив за 100 долл./т. Сейчас цена колеблется у отметки 80 долл./т. плюс расходы на доставку.

Запасы антрацита имеются лишь в нескольких странах мира, среди которых Россия, Украина, Китай, Южная Африка, Вьетнам, США, Северная Корея, Южная Корея. В предыдущий раз ситуацию спасали закупки угля в Южно-Африканской Республике (ЮАР), также велись переговоры с Казахстаном, однако антрацит оттуда не поступил. Касательно африканского угля разгорелся скандал из-за его качества и цены. В начале 2016-го Насалик говорил, что Украина не будет закупать в ЮАР "непонятный уголь", однако, судя по данным Госстата, в 2016 страна все-таки продолжила закупать его в Африке.
Ближайшим производителем антрацита является Россия, где Украина больше всего закупает дефицитного угля. Из РФ в прошлом году поступило продукции на 906 млн долларов. При этом средневзвешенная цена за год составляла 85 долл./т. Это 61,78% от всего импортированного угля. Такой долевой показатель держится уже несколько лет, изменились лишь объемы. В 2013 году мы перечислили России 1,3 млрд долларов, что составило 65% от всех поставок.
Сейчас на втором месте по поставкам - США. В Америке мы закупили в прошлом году угля на 212 млн долларов (14,46% от всех поставок). Кроме того, из Канады поступил уголь на 94 млн долларов (6,43%). Остальные 17,33% (на 254,308 млн долл.) импорта приходятся на Казахстан, Польшу, ЮАР, Австралию. Цена 1 тонны угля из ЮАР в прошлом году составляла в среднем 60 долларов, что на 25 долларов дешевле чем в РФ и приблизительно столько же, как и цены на внутреннем рынке. Американский уголь обходится дороже - около 112 долл./т, канадский - 106 долл./т, австралийский - 109 долл./т - это в два раза дороже донбасского угля. В соседней Польше не намного дешевле - 99 долл./т.

При этом, именно антрацит мы покупаем только в РФ и Африке. Другой вопрос, какой именно уголь покупаем у РФ, поскольку есть предположения, что Украина "импортирует" как раз вывезенное контрабандой из Донбасса в РФ топливо.
Закупка за границей - это всегда дополнительная возможность чиновникам заработать. К примеру, недавно СМИ писали, что государственная компания "Центрэнерго" начала покупать уголь из РФ через Панаму и якобы закупила около 87 тысяч тонн у малоизвестной панамской компании Datoro Corp. Через прокладку обычно и прибыль чиновников больше, и можно заявить, что покупали не у России. Сейчас в "Центрэнерго" говорят, что одним из источников диверсификации поставок может быть Южная Африка и в скором времени состоится визит делегации компании для обсуждения долгосрочных контрактов на поставку антрацита. Однако судя по опыту, с африканским углем могут возникнуть проблемы. Так, в 2014 году в ГПУ начали расследование в связи с закупками из ЮАР. В ведомстве говорили, что цена угля была завышена, и он не был пригоден для сжигания на ТЭС. Впоследствии поставщик из ЮАР отказался подписывать новое соглашение в связи с проверками. В 2015 году закупки были возобновлены, привезли более 300 тыс. тонн. А уже в 2016 году прибыл антрацит на сумму более 18 млн долларов.
Одним из способов решения дефицита антрацита является перевод ТЭС на газовый уголь, но такой перевод требует времени. Еще два года назад поднимался этот вопрос, но решение не было принято в связи со стабилизацией в энергетической сфере. Летом 2016 года в Минэнерго уверяли, что удалось разработать такую систему, которая дает возможность маневрирования в генерации, постепенно выводя из нее антрацитовую группу и увеличивая долю газового угля. В частности речь идет о котлоагрегатах №2 и №5 Змиевской ТЭС. В случае продолжения блокады в зоне АТО, властям остается или быстро найти поставщика антрацита, или использовать газовый уголь, в противном случае может повториться картина декабря 2014 года, когда вводили графики веерных отключений электроэнергии.

Путин признает документы и власти "ДНР" и "ЛНР"
Президент России Владимир Путин подписал указ "о признании документов, выданных гражданам Украины и лицам без гражданства, проживающим на территориях отдельных районов Донецкой и Луганской областей Украины".
Об этом сообщает Цензор.НЕТ со ссылкой на Сайт Кремля.
Согласно указу президента России принято решение, что "временно, на период до политического урегулирования ситуации в отдельных районах Донецкой и Луганской областей Украины на основании Минских соглашений: а) в Российской Федерации признаются действительными документы, удостоверяющие личность, документы об образовании и (или) о квалификации, свидетельства о рождении, заключении (расторжении) брака, перемене имени, о смерти, свидетельства о регистрации транспортных средств, регистрационные знаки транспортных средств, выданные соответствующими органами (организациями), фактически действующими на территориях указанных районов, гражданам Украины и лицам без гражданства, постоянно проживающим на этих территориях".
Также указом президента РФ установлено, что "граждане Украины и лица без гражданства, постоянно проживающие на территориях отдельных районов Донецкой и Луганской областей Украины, могут осуществлять въезд в Российскую Федерацию и выезд из Российской Федерации без оформления виз на основании документов, удостоверяющих личность (несовершеннолетние дети в возрасте до 16 лет - на основании свидетельства о рождении), выданных соответствующими органами, фактически действующими на территориях указанных районов".
Правительству РФ поручено принять необходимые меры по реализации президентского указа. Он вступает в силу со дня его подписания.
О том, что в России фактически признаются паспорта граждан Украины, проживающих на временно оккупированной территории Донбасса что владельцы таких документов могут пользоваться услугами российских железных дорог, авиакомпаний и гостиниц, в начале февраля писал РБК.
Комментируя это сообщение, пресс-секретарь президента России Дмитрий Песков заявлял, что Россия официально не признавала паспорта лиц, проживающих на территории непризнанных республик Донбасса.
"Это не официальное признание паспортов, речь идет об отдельных решениях, которые могли приниматься муниципальными, местными органами власти, а также различными компаниями, исходя исключительно из гуманитарных соображений, руководствуясь необходимостью действительно гуманитарной помощи этим людям, которые проживают в районах Донбасса", - сказал Песков.
Он пояснил, что у таких лиц приходят в негодность действующие украинские паспорта, и у них нет возможности получить какие-либо иные документы.

Протести у центрі Києва 19 лютого: що це було?
У Києві сталися масові акції протесту, які переросли в сутички, внаслідок чого постраждало близько 10 осіб, а 5 мітингувальників затримали.
Розпочиналось все із віче на Майдані Незалежності. Після цього представники «блокади Донбасу» разом із членами добровольчого руху ОУН влаштували кількатисячний марш від Хрещатика до Банкової.
Що це все означає?...

The Kremlin denied on Monday any knowledge of a peace plan for Ukraine put forward by a Ukrainian lawmaker and two associates of President Trump.
The proposal, reported by The New York Times on Sunday, would essentially require the withdrawal of all Russian forces from eastern Ukraine and would allow for Ukrainian voters to decide in a referendum if Crimea, the Ukrainian territory seized by Russia in 2014, would be leased to Russia for 50 or 100 years. It also outlined a way for the Trump administration to lift sanctions against Russia.
The plan was put forward, The Times reported, by Michael D. Cohen, the president’s personal lawyer, who said he had delivered the document to the White House; Felix H. Sater, a business associate who has helped Mr. Trump scout deals in Russia; and a Ukrainian opposition lawmaker, Andrii V. Artemenko, trying to rise in a political opposition movement shaped in part by Mr. Trump’s former campaign manager Paul Manafort.
While there is nothing illegal about unofficial diplomatic efforts, the revelations of the proposal, which seemed to advance Russian interests, come as the Trump administration is under intense scrutiny over any ties to Russia. Mr. Trump’s national security adviser, Michael T. Flynn, resigned last week — ending the shortest tenure of anyone in that position since it was created in 1953 — over concerns that he had misrepresented his communications with the Russian ambassador to Vice President Mike Pence.
Mr. Artemenko claims to have evidence showing corruption involving Ukraine’s president, Petro O. Poroshenko, and he says he has received encouragement for his plans from top aides to President Vladimir V. Putin of Russia.
The Kremlin’s spokesman, Dmitri S. Peskov, denied on Monday that the government had any knowledge of the plan. He said there was no path to resolving the Ukraine situation outside of the cease-fire agreements reached in 2015 in Minsk, Belarus. And he dismissed any notion that Russia might some day lease Crimea from Ukraine.
“In this case, there is nothing to discuss, we don’t know anything about any plans — this is first,” Mr. Peskov said at a news conference. “Second, there is a general understanding that there is no alternative to the Minsk agreements, and that if any political-diplomatic solution of the Ukrainian problem can be reached, it has to be based on these agreements. Third, how can Russia lease its own region? Such a formula is absurd.”
Another top Russian official, Foreign Minister Sergey V. Lavrov, said that Russia could not lease Crimea, as “one cannot lease anything from oneself.”
Some government officials in Ukraine accused Mr. Artemenko of being a Russian agent and said he should be arrested for treason. Members of his parliamentary faction, the Radical Party, insisted that he had been operating without their knowledge.
Oleh Lyashko, the party leader, announced that he was expelling Mr. Artemenko and called for an investigation by Ukraine’s intelligence service.
Mr. Artemenko declined to say on Ukrainian television whether, after his colleagues voted unanimously to expel him, he would also give up his seat in Parliament, as party members also requested.
He said he had been trying to “to rehabilitate international channels” to promote a long-term diplomatic solution in Ukraine. “With my relationship to the Trump administration,” he said, “I can simplify, hasten and improve those efforts that our government agencies have been pursuing these last three years.”
Mr. Manafort said on Monday that he had “no knowledge of this plan” and “no role in it.” He said he did not know anyone involved in the proposal aside from Mr. Cohen.

Three years ago, thousands of Ukrainians came together on the Maidan, Kyiv's central square, to demand that their voices be heard. Braving subzero temperatures and violence by security forces, these Ukrainians peacefully called on their government to recognize their choice to join Europe.

Ukraine has made remarkable progress since then, but much work remains to be done to fulfill the promise of the Maidan. As we remember the courage and resolve shown by the Ukrainian people in the Revolution of Dignity, the United States calls on Ukraine’s leaders to strengthen efforts to fight corruption and continue the political and economic reforms that will honor those who gave their lives to secure a better, more democratic future for Ukraine. The United States will continue to stand with the Ukrainian people in this effort.‎

On Feb. 19, one day before the latest attempt at a ceasefire in Ukraine, 51-year-old Vitaliy Yermolovich sat in the ruins of his home in Avdiivka in eastern Ukraine and laughed. "So, it'll be the 30th ceasefire?" he said, looking toward his neighbour, Telman Salimov, who fled the conflict in Karabakh nearly 30 years ago for the safety of Ukraine. Salimov ignored the question, remaining focused on the emergency workers below who scurried between massive slabs of cracked concrete and debris. They steadfastly searched for any documents that might have survived the late afternoon shelling, which simultaneously destroyed four apartments.
The war in eastern Ukraine began in the early spring of 2014 after Russia annexed Ukraine's Crimean peninsula and quietly began sending troops and military equipment across the border into Ukrainian territory. Combined Russian-separatist forces have fought the Ukrainian military since the spring of 2014. The fighting has now taken the lives of more than 9,750 people according to official UN figures, and more than 1.8 million people have been displaced in that time. CBC News spoke with a bevy of analysts and experts focused on the war who believe a number of factors are combining to keep the Ukrainian conflict on the global diplomatic backburner. While Yermolovich lost his leg fighting as a Soviet soldier during the war in Afghanistan, he's now lost his home in the third year of Ukraine's war with the combined Russian-separatist forces.
Just three weeks ago, this town of 20,000, which is controlled by the Ukrainian government, was the focal point of the most brutal and indiscriminate shelling since February 2015. In just one week, dozens of soldiers and civilians were killed, many more wounded, and an estimated 200 homes hit by shelling.
Although the fighting has slowed down since that deadly week, it never stopped, and shells once again crashed into the city centre.
Sitting on a collapsed concrete slab that once served as his ceiling, Yermolovich lights a cigarette in the thick dust clouding the home. "I can understand war in Afghanistan or Syria," he says. "But in Ukraine? No. It'll never make sense to me."...
