Respect for Ukraine Vital for a Lasting Peace
Compromises on Russia’s terms are the wrong policy for peace in Ukraine.

Regarding Victor Pinchuk’s “Ukraine Must Make Painful Compromises for Peace With Russia” (op-ed, Dec. 30): I agree with his noble appeal for peace in Donbas (eastern Ukraine) but cannot agree with the appeal for compromises based on worries. Fear and weakness are bad advisers. They play into Russia’s appetites, invite even more aggression and greater human suffering.
That’s why Ukraine has always advocated a solution based on the national interests and the will of Ukrainians who wish their country to be independent and prosperous, and their choices free of aggressive dictate.

Let us be clear about red lines that no one in Ukraine would dare to cross—not now, nor in the future:

• No reversal in European and Euro-Atlantic integration of Ukraine. This would be a surrender of independence, sovereignty and the territorial integrity of Ukraine. It would be like a return to the Soviet past in Ukraine—something, even Mr. Pinchuk wouldn’t welcome. Renouncing European integration would be political suicide for every politician in Ukraine who would dare call for such a dramatic reversal, especially after the Revolution of Dignity and its demand for modernization and reform.

• No trade in the territory of Ukraine, be it Donbas or Crimea. These territories cannot be part of a trade-off for peace. They belong to Ukraine, and this is confirmed internationally—including by the U.N. General Assembly Resolution on Crimea last month and by the Office of the Prosecutor of the International Criminal Court in November. Ukraine will never abandon the Ukrainians who were trapped behind the Iron Curtain of Russia’s military invasion in Crimea and Donbas.

• No elections in Donbas with Russian boots on Ukraine’s soil. Ukraine stands for local elections there, but only based on Ukraine’s law and Organization for Security and Co-operation in Europe standards. The Kremlin would definitely like to legalize its hybrid occupation and puppet regimes in Donbas by Ukrainian hands. No one should fall into this trap.

Compromises on Russia’s terms are the wrong policy. As one of the new U.S. administration’s heavyweights once said: “history teaches that weakness arouses evil.” This has never led to sustainable peace nor saved lives. On the contrary, it has always fueled more aggression and human suffering.

Ex-Republican Party head Barbour to lobby U.S. for Ukraine

Haley Barbour, former Republican Party leader and Mississippi governor, has been hired by the Ukrainian government to lobby U.S. politicians, according to documents filed this week.
The hiring of Barbour and his lobbying firm BGR Group comes at a time when U.S. President-elect Donald Trump's public embrace of Russian President Vladimir Putin has increased worries in Washington that the new administration may side with Russia in the Ukrainian dispute.
Russia has increased its military presence in Ukraine since annexing the Crimean peninsula in 2014.
Barbour and BGR agreed in late December to a $50,000 a month retainer to "design and implement a comprehensive government affairs and business development strategy" for the Ukraine government - including "arranging meetings" with U.S. officials, according to a disclosure filed Jan. 1 with the Department of Justice.
BGR also said in the federal disclosure filing that it "seeks to strengthen U.S.-Ukrainian relations and encourage private U.S. businesses to invest in Ukraine."
American firms that do business with foreign governments are required to file disclosures with the Department of Justice detailing the work they agree to undertake and the amount of payment.
A BGR representative declined to elaborate on the specifics of the agreement.
Barbour, who served as head of the Republican National Committee from 1993 to 1997, co-founded BGR in 1991. He continued to build an expansive lobbying operation after his term as Mississippi governor from 2004 to 2012.
Barbour considered running for president in 2012, but ultimately sat out the race.
Barbour and BGR have also done work for other foreign governments, including Kurdistan, India, South Korea and Bangladesh.
Barbour's corporate lobbying clients have included Airbus, Caterpillar, Chevron, Huntington Ingalls and Toyota Motor Corp.

Невже справи настільки кепські, що після того як Байден розмовляв по телефону з Порощенко "частіше ніж зі своєю дружиною", тепер треба наймати когось для лобіювання інтересів України в уряді і парламенті США ?... Якщо це так , то на мій погляд 50 тис. в місяць не допоможуть... Краще б відсилали по 100 дол. на місяць п'ятистам дітям, які втратили батька в АТО.

Минулого року кількість загиблих не в боях перевищила бойові втрати.
Про це йдеться у відповіді Міністерства оборони на запит журналіста "Української правди" Олексія Братущака.
"Сьогодні отримав відповідь з Міноборони на свій запит. У боях загинуло 211 військовослужбовців, а не в боях - 256. Шокують цифри по кількісті самогубств - 63, по померлих внаслідок хвороб – 58", - зазначив Братущак.
Так, із 256 загиблих не в боях найбільше самогубств – 63 померлих, 58 військових померли внаслідок хвороб, 39 – унаслідок необережного поводження зі зброєю, 30 військових були вбиті, 29 смертей кваліфіковані як нещасні випадки, 18 – загинули унаслідок ДТП, 10 отруїлися алкоголем, 5 – інші випадки, 4 – порушення заходів безпеки.

Адміністрація Порошенка: інформація про наймання Україною лобістів у США є помилковою

Інформація про лобістську компанію BGR Group, яку, за даними американського державного ресурсу FARA, найняла українська влада у США для відстоювання інтересів держави, не відповідає дійсності, заявив у коментарі Радіо Свобода голова прес-служби Адміністрації президента України Андрій Жигулін.
«Насправді документи, які опублікувала FARA, є помилковими. Протягом найближчих годин там будуть виправлені всі дані, й ви зможете їх побачити», – сказав Жигулін.
На уточнювальні запитання Радіо Свобода Андрій Жигулін відповів, що спершу ті люди у США, які виставили помилкову інформацію на сайт, мають її виправити. Посадовець не став пояснювати, в чому саме полягає помилка, і чи взагалі зверталася чинна українська влада до послуг фірм-лобістів у США.
«Давайте спершу дочекаємося реального стану справ, оскільки всі поширили помилкову інформацію. Це людський фактор, там (на сайті відділу реєстрації іноземних агентів (FARA) міністерства юстиції США – ред.) є реальні помилки», – наголосив Жигулін.

Із документів на сайті відділу реєстрації іноземних агентів (FARA) міністерства юстиції Сполучених Штатів випливає, що Адміністрація президента України Петра Порошенка найняла американську компанію BGR Group для лобіювання інтересів України у США. Усі фізичні особи і фірми, які виконують замовлення іноземних урядів, повинні повідомляти про такі дії й оприлюднювати дані про клієнтів і контракти. BGR Group подала відповідну інформацію до FARA 1 січня 2017 року і вказала адресу клієнта – «Банкова 11, Київ, Україна», свідчить опис на державному сайті.

Цю компанію заснував колишній голова комітету Республіканської партії США і губернатор штату Міссісіпі Хейлі Барбур.
Мета діяльності BGR Group за контрактом – посилення зв’язків між США та Україною і заохочення американських приватних підприємців інвестувати в Україну. Наприкінці грудня Барбур та BGR Group домовилися з Україною про вироблення та імплементацію стратегії у сферах розвитку бізнесу та урядових зв'язків. Йдеться зокрема і про організацію зустрічей з американськими посадовцями.

За цю роботу Україна сплачуватиме BGR Group щомісяця 50 тисяч доларів принаймні до кінця 2017 року.

Про те, що Банкова найняла американських лобістів, ще 6 січня повідомили агенція Reuters і Deutsche Welle.

Ukrainian efforts to sabotage Trump backfire
Kiev officials are scrambling to make amends with the president-elect after quietly working to boost Clinton.

Donald Trump wasn’t the only presidential candidate whose campaign was boosted by officials of a former Soviet bloc country.

Ukrainian government officials tried to help Hillary Clinton and undermine Trump by publicly questioning his fitness for office. They also disseminated documents implicating a top Trump aide in corruption and suggested they were investigating the matter, only to back away after the election. And they helped Clinton’s allies research damaging information on Trump and his advisers, a Politico investigation found.
A Ukrainian-American operative who was consulting for the Democratic National Committee met with top officials in the Ukrainian Embassy in Washington in an effort to expose ties between Trump, top campaign aide Paul Manafort and Russia, according to people with direct knowledge of the situation.
The Ukrainian efforts had an impact in the race, helping to force Manafort’s resignation and advancing the narrative that Trump’s campaign was deeply connected to Ukraine’s foe to the east, Russia. But they were far less concerted or centrally directed than Russia’s alleged hacking and dissemination of Democratic emails.
Russia’s effort was personally directed by Russian President Vladimir Putin, involved the country’s military and foreign intelligence services, according to U.S. intelligence officials. They reportedly briefed Trump last week on the possibility that Russian operatives might have compromising information on the president-elect. And at a Senate hearing last week on the hacking, Director of National Intelligence James Clapper said “I don't think we've ever encountered a more aggressive or direct campaign to interfere in our election process than we've seen in this case.”
There’s little evidence of such a top-down effort by Ukraine. Longtime observers suggest that the rampant corruption, factionalism and economic struggles plaguing the country — not to mention its ongoing strife with Russia — would render it unable to pull off an ambitious covert interference campaign in another country’s election. And President Petro Poroshenko’s administration, along with the Ukrainian Embassy in Washington, insists that Ukraine stayed neutral in the race.
Yet Politico’s investigation found evidence of Ukrainian government involvement in the race that appears to strain diplomatic protocol dictating that governments refrain from engaging in one another’s elections.
Russia’s meddling has sparked outrage from the American body politic. The U.S. intelligence community undertook the rare move of publicizing its findings on the matter, and President Barack Obama took several steps to officially retaliate, while members of Congress continue pushing for more investigations into the hacking and a harder line against Russia, which was already viewed in Washington as America’s leading foreign adversary.
Ukraine, on the other hand, has traditionally enjoyed strong relations with U.S. administrations. Its officials worry that could change under Trump, whose team has privately expressed sentiments ranging from ambivalence to deep skepticism about Poroshenko’s regime, while sounding unusually friendly notes about Putin’s regime.
Poroshenko is scrambling to alter that dynamic, recently signing a $50,000-a-month contract with a well-connected GOP-linked Washington lobbying firm to set up meetings with U.S. government officials “to strengthen U.S.-Ukrainian relations.”
Revelations about Ukraine’s anti-Trump efforts could further set back those efforts.

Ukraine’s recovery picked up steam in Q3 2016, as GDP grew at the fastest pace in almost three years. Surging fixed investment due to an improving business climate and higher household consumption fueled the economy’s acceleration. Data for the fourth quarter suggest that the economy continued on a modest recovery path with industrial production expanded at the fastest pace in eight months in November. In the political arena, the government has taken steps to fulfill the IMF’s demands in order to secure the next tranche of aid. In December, the government took control of the country’s largest bank, Privatbank, in an effort to clean up the floundering banking sector. The government also adopted a 2017 budget which meets the IMF’s requirement of a 3.0% fiscal deficit. These moves should allow the country to receive a crucial USD 1.3 billion in aid in the coming weeks to replenish the Central Bank’s reserves and government coffers.

Ukraine: Inflation edges up in December

In December, consumer prices in Ukraine rose 0.9% from the previous month, after November’s 1.8% increase. December’s reading marked a four-month low.
Inflation edged up from November’s 12.1% to end the year at 12.4%. Although price pressures have picked up recently due to adjustments in gas prices, inflation remains significantly lower than 2015’s year-end result of 43.3%. Annual average inflation continued to ease, falling from 17.5% in November to 14.9% in December, the lowest result since January 2015.
FocusEconomics Consensus Forecast panelists expect inflation to end 2017 at 8.4%, which is unchanged from last month’s forecast. For 2018, the panel sees inflation easing to 7.2%.

Росія дозволила Києву перевірити військові частини в Ростовській області

Російська сторона дозволила Києву перевірити масштаби військової діяльності в Ростовській області.
Про це заявив начальник російського національного Центру зі зменшення ядерної небезпеки Сергій Рижков, передає російське агентство РИА Новости.
"Україна запросила Росію про проведення на її території інспекції зазначеного району в рамках Віденського документу 2011 року про заходи зміцнення довіри і безпеки", - заявив він.
Українські військові будуть перевіряти російські військові частини з 16 по 19 січня.
Агентство відзначає, що загальноєвропейська архітектура безпеки включає кілька угод про роззброєння, контроль над озброєннями та заходи довіри у військовій області.
Так, Віденський документ 2011 року передбачає обмін даними про військові сили, планування та бюджети. Крім того, країни ОБСЄ надають один одному інформацію про певні види військової діяльності та проводять інспекції.

У Міноборони розповіли, як перевірятимуть російські військові частини

Метою інспекції військових частин у Ростовській області Росії є перевірка наявності або відсутності військової діяльності, яка повинна підлягали попередньому повідомленню.
Про це повідомив речник Міноборони з питань АТО Олександр Мотузяник на брифінгу в неділю.
Він підтвердив, що Україна планує провести інспекцію на території Росії з 16 по 19 січня відповідно до Віденського документу від 2011 року, зокрема пункту 9 про заходи зі зміцнення довіри і безпеки.
"До складу інспекційної групи, як планується, ввійдуть 2 представники від України, 1 представник від Канади і 1 від Королівства Данії. Інспектуванню підлягатиме територія зазначеного району в Ростовській області Росії, який безпосередньо прилягає до державного кордону України", - сказав Мотузянк.
В рамках заходів інспектування планується, зокрема, отримання інформації від командирів російських підрозділів, вертолітний обліт та сухопутна перевірка зазначеного району.
"Як планується, за підсумками цього інспекційного заходу буде підготовлений офіційний звіт, і про його результати повідомлять держав-учасниць ОБСЄ", - додав речник Міноборони з питань АТО.
Раніше начальник російського національного Центру зі зменшення ядерної небезпеки Сергій Рижков повідомив, що російська сторона дозволила Києву перевірити масштаби військової діяльності в Ростовській області.

Инспекцию на территории РФ также проведут специалисты из Германии и Сербии. Германские специалисты посетят с инспекцией 252 мотострелковый полк, дислоцированный в городе Богучар Воронежской области. По словам Рыжкова, целью подобной инспекции является проверка предоставленной ранее российской стороной информации о военных силах и планах развертывания основных систем вооружения и военной техники в данном полку. Он также отметил, что инспекторам будет представлен предусмотренный Венским документом брифинг, а также предоставлена возможность увидеть в ходе посещения личный состав и основные системы ВВТ полка.

Сербские специалисты проведут инспекцию на территории одного из районов Московской области. Рыжков отметил, что площадь района составляет около 3500 кв. км. Он подчеркнул, что цель подобной инспекции - определение масштабов или подтверждение отсутствия проведения военной деятельности в пределах указанного района. В ходе инспекции сербским специалистам также будут представлены брифинги от командования формирований и воинских частей с информацией о них и о военной деятельности, проводимой на территории района...

В Раде зарегистрирован законопроект "О государственном языке"

В Верховной Раде Украины 19 января был зарегистрирован законопроект №5670 "О языке". Его авторы предлагают расширить сферы использования украинского языка - в государственной и общественной жизни, а также в СМИ.
20 января законопроект поступил на рассмотрение профильного комитета Рады. Авторами языкового стали 33 депутата из разных фракций. Они предлагают отменить закон "Об основах государственной языковой политики".
В тексте законопроекта предлагается сделать украинский язык обязательным для всех органов госвласти, и местного самоуправления. Это касается поведения заседаний, оформления документов, обращений граждан.
Украинский предлагают сделать обязательным в дошкольных, школьных, внешкольных и высших учебных заведениях. При этом в школах и садиках допускается использовать языки нацменьшинств, а в ВУЗах это не предусмотрено. Обучение в университетах должно вестись исключительно на украинском, допускается изложение одного или нескольких предметов на одном из официальных языков ЕС.
Все культурно-массовые мероприятия также хотят обязать проводить исключительно на государственном языке. Театральные представления на других языках должны сопровождаться субтитрами на украинском языке.
Фильмы в Украине также можно будет снимать только на украинском. Допускается включение отдельных реплик на других языках при наличии субтитров.
Украинский язык предлагается сделать обязательным для всех СМИ. Передачи на других языках дублируются на украинском языке. Телерадиокомпания обязана обеспечить синхронный перевод на украинский язык, если кто-то из участников программы говорит на другом языке.
Электронные СМИ хотят обязать иметь страничку на украинском языке, которая должна загружаться пользователю по умолчанию.
Украинский язык также позиционируется как главный язык книгопечатания и издательской деятельности. Тиражи на других языках не могут быть больше тиража на украинском языке.
В сфере обслуживания (магазины, рестораны и т.п.) также является обязательным использование украинского языка.
За нарушение закона нардепы предлагают штрафовать в размере от 200 до 400 необлагаемых минимумов доходов граждан (3400 – 6800 грн), если речь о работе официальных органов и бюджетных организаций, от 200 до 300 (3400-5100 грн) минимумов в сфере образования, науки и культуры, от 400 до 500 необлагаемых минимумов (6800-8500 грн) для СМИ.
За попытки "внедрения в Украине официального многоязычия" может грозить уголовная ответственность. поскольку это приравнивается к попыткам свержения государственного строя (ст. 109 УК Украины). Публичное неуважение к языку приравнивается к надругательству над государственной символикой Украины (ст. 338 УК Украины).
Следить за исполнением закона будут специальные языковые инспекторы...

На даний момент в Україні діє Закон «Про засади державної мовної політики» № 5029-VI (закон Колесніченка-Ківалова ), який офіційно набув чинності 10 серпня 2012 року.
За 16 днів дії цього закону ,російській мові, надали статус регіональної слідуючі місцеві влади: Одеська, Краснолуцька, Севастопольська, Донецька, Запорізька, Луганська, Херсонська, Дніпропетровська, ,Харківська, Миколаївська, Херсонська, Краматорська, повідомляв Тиждень.ua
23 лютого 2014 року Верховна Рада України скасувала цей закон, прийнявши поданий ще 28 грудня 2012 року В'ячеславом Кириленком[11] проект Закону «Про визнання таким, що втратив чинність, Закону України „Про засади державної мовної політики“»[11][12]. Наступного дня, 24 лютого, Верховний комісар у справах національних меншин[en] ОБСЄ Астрід Турс[en] висловила стурбованість тим, що скасування цього Закону може привести до подальших заворушень[13]. 28 лютого з'явилася інформація, що в.о. президента може ветувати цей закон.[14] 3 березня в.о. президента Турчинов сказав, що не буде підписувати рішення парламенту про скасування цього закону, поки не буде підготовлений і Верховною Радою проголосований новий закон.[15] Новообраний президент України визнав, що скасування мовного закону було помилкою.[16][17][18] 3 листопада він проголосив, зокрема, що «спільними зусиллями ми вдосконалимо мовну політику».[19] Станом на грудень 2016 законопроект про скасування закону про мови не підписаний, але й не ветований президентом, його поточний статус — «готується на підпис»[11], а питання конституційного статусу з лютого 2015 року вирішується Конституційним Судом України

Chrystia Freeland was sworn in as Canada's new minister of foreign affairs on Jan. 10.
She is the proud descendant of Ukrainians and a fierce critic of Russian President Vladimir Putin's wars in Ukraine and his annexation of Crimea in 2014. She has written of his "revanchist policy" and called his characterization of Ukrainians as dupes of NATO, even neo-Nazis, "his most dramatic resort to the Soviet tactic of the Big Lie."
For this she was added to Putin's so-called blacklist. Canada's new foreign minister is, for the moment, banned from Russia.

Ten days later, on Friday, a swearing-in far more frightening for the government in Kyiv will take place. With the presidency of Donald Trump — a man who says he trusts Putin and is ready to do "deals" with him — Ukraine will experience a double winter: the real one at home and deep political winter in Washington.
More, perhaps, than any other national leadership, Ukraine's government was cheering for the losing horse in the U.S. presidential election. In fact, it did more than cheer.
In the summer of 2016, a Ukrainian government agency published information showing Paul Manafort, a key Trump adviser, had received millions of dollars from the pro-Russian party of former Ukrainian president Viktor Yanukovych.
Yanukovych was a close ally of Putin until he fled from office and took refuge in Russia after months of angry demonstrations in 2014.
Manafort was quickly dumped from Trump's campaign after the payment revelations. But the accusations swirled, and continue to swirl, that Trump and his people are far too close to Moscow and its allies.
With the success of that political manoeuvre, the Ukrainian leadership became convinced that Trump couldn't win. So confident were they that they publicly denigrated him.
The Ukrainian minister of internal affairs, Arsen Avakov, called him a "clown" on Twitter, then doubled down on Facebook, after Trump seemed to have missed the fact that Russia had taken over Crimea. "The diagnosis of a dangerous misfit," Avakov wrote but later deleted.
Too late.
Ukrainian officials quickly learned that Trump is not a man to forget or forgive. They were frozen out of the Trump transition.
The Obama administration, in a forlorn final wave to Kyiv, dispatched Vice-President Joe Biden to Kyiv on Jan. 16. He called on Ukraine "to stand against Russian aggression." He could offer little but words of solidarity.
That solidarity may be short-lived. Trump is now talking of dropping some Western sanctions imposed because of the Crimean annexation in return for a deal with Moscow on nuclear weapons. Ukrainians worry they will be roadkill in the drive to that rapprochement.
For almost three years, the country has been embroiled in a war launched by pro-Russian separatists and orchestrated by the Kremlin in the east of Ukraine. It has killed more than 10,000 and forced more than two million people to flee their homes. Along the front line, villagers live in penury, hiding in cellars from daily shelling.
The young have left, looking for work. One old woman, standing in the cold street, said, "When I phone asking for help, the authorities say we shouldn't even be here."
As if to salute Trump's impending inauguration, fighting intensified along the front in eastern Ukraine in January. In the first 10 days, Ukraine reported 400 shelling incidents launched by the separatists. Nineteen Ukrainian soldiers were killed in December alone.
This is a "frozen war." The front line has barely moved in two years. It may not move for years to come, according to Ukrainian journalist Stanislav Varin.

Fearful prospect
"The leaders in the occupied territories have already divided up local business," he said in an interview.
"Civilians stay in line. Those who would not accept this left for Ukrainian-controlled territory. Both sides are making millions by smuggling over the separation line. For Ukrainian politicians, this war is a good excuse for the dire economic situation in the country."
The fearful prospect of a Trump-Putin axis has just led one very rich Ukrainian oligarch to break ranks.
Victor Pinchuk publicly suggested that Ukraine should recognize Russia's control of Crimea in return for a deal to end the fighting in eastern Ukraine.

Losing friends and influence
For good measure, he suggested Ukraine give up hope of joining NATO and the European Union, in effect admitting that Putin had checkmated Kyiv.
The Ukrainian leadership denounced his suggestion. But this is a country that is losing friends and influence.
Even the European Union is keeping its distance. The EU has troubles of its own, among them far-right leaders in France, the Netherlands, Germany and Austria who call for an end to sanctions against Russia.
The less-than-vigorous war on corruption is also a friend-loser in Europe. In November, Mikhail Saakashvili, the former president of Georgia handpicked by Ukrainian President Petro Poroshenko to undertake a cleanup of Ukraine's Odessa region, resigned in fury.
He said the government in Kyiv, and Poroshenko's office, had blocked his efforts. And this at a time when government leaders, such as the incoming prime minister, revealed without embarrassment that they had millions of U.S. dollars — in cash — under their mattresses.

White knight
Ukraine's currency, the hrivna, has been brutally devalued more than once and is worth just pennies to the dollar.
Now, in desperation, Ukraine turns to a last white knight — Canada's Freeland. Ukraine's ambassador to Canada, along with the ambassador of Latvia, has pleaded with Freeland to make their case when she goes to Washington for the inauguration.
They say that she can alert Trump's people to the dangers represented by Putin.
Maybe.
But Freeland has more pressing priorities, such as trying to protect Canada's interests in NAFTA, the North American Free Trade Agreement, which Trump has said he wants to rip up.
Ukraine's problems may get overlooked in discussions of auto and lumber exports.
Its winter could be long and cold.
